For anyone wanting a brief look at Sir Robert Percy of Scotton, his ancestors, and his descendants:

Percy, p. 873, Familiae minorum gentium Vol. 3, Joseph Hunter

Thanks, Khafara. That's very interesting. (All those Robert Percies of Scotton must drive the genealogists crazy!) Too bad the article doesn't give the year of Robert's birth. If he was Richard's age or not much older, he would have been a child when the Duke of York (who assigned him his arms, according to the article) died on December 30, 1460. (Richard, of course, had turned eight just three months earlier.) Are arms usually assigned to children, does anyone know?

So was Rob related to the Percys of the Earl of Northumberland's family?

That's a good question. I think he was, but distantly, distantly enough to probably avoid needing a papal dispensation should he had wanted to marry one of those Percies.  Dorothy Mitchell wrote in 2001 that he came from a cadet branch of the Percies of Leaconsfield (which I've also seen rendered as Leckonsfield), but I haven't found that confirmed anywhere else.

By the way, I'll also post the link to Familiae minorum gentium in the Family Histories and Genealogies forum, if that's all right.
